“We were originally expecting the full 120 million Yuan to be disbursed earlier and all at once, which would have enabled us to complete our 49.5 MW Phase II wind farm,” said Mr. Jun Liu, Chief Executive Officer, China Wind Power. “In 2011, China increased the requirements on bank reserves. Accordingly, banks increased their loan interest by adding a premium on the prime rate and gave priority to higher interest loans in order to maintain their earnings. We are fortunate that we still managed to obtain this loan at the prime rate without a premium. However, the Bank only disbursed 50 million Yuan before the end of the calendar year. While we expect to receive the remaining 70 million Yuan any day now, this has unfortunately pushed back our timeline for completing Phase II.”

The Company confirms that the remaining 13 turbines required for the 49.5 MW wind turbines farm have been assembled in the supplier’s warehouse awaiting delivery. Contingent on the timing of the final disbursement from the Bank, the Company now expects to complete Phase II by spring of this year.

The timing of the final loan disbursement and the delay in completing Phase II do not have any impact on the construction of the Company’s 198 MW Phase III wind project. Phase III is being constructed under more favourable financial terms through an engineering, procurement and construction contract with a different turbine supplier than Phase II. Foundations have been laid for all 132 turbines at Phase III, with construction expected to be completed by the end of June 2012.

China’s National Energy Bureau (NEB) is drafting new regulations to standardize the examination and approval of small wind farm projects, industry sources said.

According to the rules, estimated to be promulgated in the first half of this year, local governments must first win approval of the NEB before they give licenses to wind farm projects that are smaller than 50MW each.

This move will cool down China’s wind power industry that has become overheated in recent years, industry experts said.

At present, China’s local governments have the power to approve wind farm projects smaller than 50MW each in installed capacity, after they put the projects on record with the National Development and Reform Commission (NDRC). Wind farm projects larger than 50MW each shall be approved by the NDRC.

To have their projects approved by local governments, which are easier and faster than the approval of the central government, some wind farm operators segment their wind farm projects into multiple stages, with each smaller than 50MW. As a result, China has countless 49.5MW wind farms across the country.
To date, only about 10 percent of the 60GW china wind turbines farm projects reported by local governments are examined and approved by the NDRC.

Those projects not approved by the NDRC will possibly not be included in the national plan for grid-access. It is one of the important reasons why the grid and wind farms do not develop in harmony.

Since they are not brought into the overall development plans of the grid, many wind farms approved by local governments have to put wind turbines generator idle from time to time.

China has launched its largest intertidal wind farm.

The pilot offshore wind farm in Rudong county, Jiangsu province, by Longyuan Power, China’ s largest wind power developer “will lead the way for China to develop offshore wind power, particularly in site selection, planning and design, installation and maintenance,” said Longyuan General Manager Xie Changjun, Xinhua News Agency reported.

Construction on the facility began in June 2009 with a $397 million investment for the 150-megawatt first phase, expected to be completed in March.

In the launch, 99.3 megawatts were connected to the grid.

Rudong’s intertidal wind farm will generate 330 million kilowatts of electric power for the grid, reducing carbon dioxide emissions by 267,000 tons and sulfur dioxide by 1,940 tons while saving 97,000 tons of standard coal, Longyuan Jiangsu Offshore Wind Power says.

Intertidal refers to areas that are above water at low tide and under water at high tide.

So far the 102-megawatt Shanghai East Sea Bridge Offshore Wind Farm is China’s only other commercial-scale offshore wind facility, operating since June 2010.

China has a great potential for offshore wind turbines, up to 750 gigawatts, or three times that of onshore wind resources, says China Meteorological Administration, with industrial centers on the eastern and southern coasts showing the greatest promise.

China’s Guohua Energy Investment Co. has agreed to buy 75% stakes in two of Australia’s biggest wind farms for A$88.6 million, placing a bet on the country’s renewable energy sector just weeks after controversial carbon tax legislation was passed by parliament.

Bloomberg News
Guohua, a unit of China’s state-owned coal giant Shenhua Group, is acquiring interests in the 65-megawatt Bluff Point and 75-megawatt Studland Bay wind farms in northwest Tasmania state from renewable energy producer Hydro Tasmania.

Australia has up to now been a laggard in using renewable energy use compared to other developed countries, such as Spain and Germany, as investors struggled to turn a profit on early projects that were competing for customers with generators of electricity produced from burning cheaply available thermal coal.

At the end of the 2008-2009 financial year, the last complete data available from the Australian government, renewable energy accounted for around 7% of total electricity generation in the country. Of this, wind energy contributed 1.5% to total power output.

However, this is set to increase sharply as Australia’s government has set a target of having 20% of electricity supply coming from renewable energy sources like wind power by 2020. To achieve this goal, it has introduced policies that mandate electricity retailers to buy a proportion of their sales from renewable energy sources.

At the same time, Australia is also preparing to impose a tax on some of the country’s biggest coal producers and users in an effort to cut pollution. The levy will be charged at a fixed price of 23 Australian dollars (US$23.50) per carbon ton from the country’s top 500 polluters starting July 2012.

In a statement Thursday, Hydro Tasmania small wind turbines said the deal with Guohua values the two wind farms at Woolnorth at A$282 million. The company will retain the remaining 25% interests in both projects.

Siemens has joined forces with Shangai Electric to help advance wind power technology in the world’s most populous nation.

The two companies signed a deal yesterday that will see them pool resources to jointly research, develop, and produce new technologies specifically for the Chinese wind market. The companies have worked together in the past, providing turbines for an offshore Chinese wind farm earlier this year, and Siemens currently operates a turbine blade production facility in Shanghai. Overall, Siemens has been operating in China wind turbines for 139 years.

The deal will also see Siemens and Shanghai Electric working together to improve the state of wind technology sales, marketing, and service in the country. With both ventures, Shanghai Electric will have a 51 percent stake in operations and Siemens 49 percent.

“Our target is to become one of the world’s leading suppliers of wind turbines,” Siemens’ Michael Suess said, calling China “the world’s most important wind power market.”

As of 2010, China had an overall wind power capacity of 44,733 MW, putting it ahead of the United States as the world’s largest wind power market.
This indicates that yellow ceramic production within the next available wind power, not only can promote the healthy development of ceramic industry, the energy to go inside the yellow ceramics, environmental protection, health, sustainable development, but also for creating “clean production, energy saving” green ceramic production base is of great significance.

It is understood that wind power projects with total investment of 20 billion yuan, up-front investment of 5 million. July 14 and GD Jiangsu Neihuang build new energy development at the comprehensive development and utilization of new energy entered into an agreement, on August 10 and built a 100-meter wind tower and officially receive the wind data. After a wind tower wind data analysis showed that within the yellow zone and gradually into the wind season, and the more obvious changes in the wind data for wind farm development and use.

Neihuang Committee Secretary Guo Jianhua introduced, with the continued increase in world energy consumption, global energy crisis, the situation is becoming increasingly apparent ease the energy crisis, the development of renewable energy to achieve a sustainable energy development energy development in the world major strategic initiatives, while yellow is for the period, although in the northern part of Henan, but in the wind farm in the reserves are large, widely distributed, can make use of high value, rich in wind resources, wind power project investment pools. Meanwhile, the implementation of wind power projects, for speeding up the development of ceramic industry in yellow, accelerate the “Central Plains Porcelain” has a great role in promoting development.

It is understood, GD Power Development Co., Ltd. is the holding company of China Guodian national public power company, China Guodian Corporation is the direct financing in the capital market and the implementation of the overall restructuring of the windows platform.

First three quarters of 2011, Fuxin City as a leader in wind power industry, efforts to promote solar energy, biomass, coal-bed methane and geothermal energy development, to create a modern new energy base, has yielded good results.

Currently, the city has been completed and under construction wind power project total of 180 million kilowatts, the end will achieve all of the grid. Grid of the fan has been 1.475 million kilowatts, the first three quarters totaled 1.82 billion kwh electricity, the output value of about $ 1.1 billion.

Wind power installed capacity and power output ranks first in the province’s cities.

To achieve the city Fuxin ten million kilowatts of wind power goal, City Council to speed up the wind energy resource survey, planning, development, operations and engineering construction. The first three quarters, wind power projects in fixed assets investment of 40 billion yuan, accounting for the city’s investment in fixed assets in 2011 amount to 18%, of which 680 million project carried over continued construction of new wind power project started 3.3 billion.

January to September the wind turbine power projects and manufacturing projects in place approximately $ 15,010,000 of foreign capital, foreign capital in place in 2011 the city’s total amount of 25%.

The city plans to start construction in 2011-megawatt solar photovoltaic demonstration project 1-2. At present, Huaneng Zhangwu Al Township 10 MW photovoltaic wind power generation projects and China WindPower Group Chang Wu Dade 20 MW photovoltaic project site have been implemented early feasibility study has been prepared, for the end of construction.

The city’s full development of biomass energy development projects. Fuxin sorbifolia 100 acres within three years plans to form a base for production, multi-level industrial management in 2011 will reach 20 million mu of cultivated area.

Meanwhile, the city launched a city of Fuxin region lots of shallow geothermal energy development situation of the survey, the Fuxin city, Fu Meng county area, Zhangwu county area, District Lot Qinghemen total area of 260 square kilometers of exploration wells in the region hit 110 m 9, 1700 m 3 of geothermal exploration wells, geothermal city of Fuxin carried out geological exploration, Fuxin low temperature geothermal power plant development program provides preparation.

City Energy Board will increase in line with project construction, the principle of full completion of the indicators, carefully deploy the fourth quarter of work: Construction of wind power installed capacity of 125,000 kilowatts will add, at the end of the grid to 180 million kilowatts, to achieve a fixed assets invested 5 billion. Continue to increase the intensity of the wind farm investigation, every wind to specific counties, towns, clear and detailed coordinates of the points, and the wind began as early as possible, to complete the 10 million kilowatts development objectives; continue to promote China Huaneng, China’s wind power, China Resources, Huayang new energy company Datang and solar power projects and the approval process of preliminary work, start construction as soon as possible; for National Bio Energy Group Zhangwu 30 MW straw power generation projects and the U.S. bio-energy company LKG, sweet Chemical Co., Ltd.

Recent media reports, the concept of wind power in China involving listed companies, especially wind power equipment manufacturer in 2011 for reporting the results are not ideal.

It is understood, Shenzhen and Shanghai has 40 companies involved in the concept of wind power companies, the first half of 2011, total net profit of 8.02 billion yuan, down 8.7%. Which, as wind power equipment manufacturer, Thai wins wind energy, Sinovel and Goldwind’s net profit fell 61.5%, 48.3% and 45.0%.

In addition to net income showed a dramatic decline in the collective, the wind power sector listed company’s cash flow is also worrisome. According to statistics, the 40 listed companies first half of 2011, net cash flow from operating activities -106 million, compared with $ 7.1 billion in same period in 2010 significantly reduced 177 million. Among them, jixin Technology, Shanghai Electric, Sinovel, Erik wind energy, wind energy, nearly 20 wins Thai family tradition the concept of corporate power net cash flows from operating activities fell year on year rate of more than 100%.

Two sets of data mean that China’s wind power industry began to slow, even reverse it?

Behind the decline in performance

Why wind power companies will be such a big decline in performance? In this regard, China Securities analyst Bin Zhang Financial News that the wind generators caused the first half of 2011 mainly due to decline in corporate performance fan overcapacity, trade policy restrictions and increased financing costs .

Bin Zhang explained that, in the “high-speed, high-profit” driven by the slogan of the past five years China’s wind power industry added more than 80 machine manufacturer, is expected to total production capacity will reach 2011 fans 29GW (gigawatts), far far exceeds the current 15GW to 18GW of actual demand. This makes the price war between the wind power business, which led to gradually lower the price of wind power, wind power reduces the profits of enterprises.

Second, since February 2011 small wind generators accidents, the government introduced a series of policies, not only tightened the approval of new wind power project, to suspend approval of the grid, also proposed a more rigorous and network technology, testing requirements to enter the wind power industry to improve the technical threshold. Objective of these measures in the short term wind power to market and the enterprise itself has brought some pressure.

In addition, the central bank for six consecutive times since 2011, raising the deposit reserve ratio, and our wind power business asset-liability ratio is relatively high. Bin Zhang believes that this measure has led to the wind power business interest and financing costs increased substantially, and further reduce its profit margins.

Mature in the adjustment

The face of China’s wind power business suffered during the first half of 2011, “Waterloo”, analysts have said that although the development of suspension, but this situation is precisely that domestic wind power industry is the transition from the growth to maturity, began to return to a rational development of the industry .

“Any new industry will follow the” mature bud growth recession, “the law of development, the wind power industry is also bound to comply with this law of development.” Investment adviser in the new energy industry researcher Xiao letter on the “Science Times “Reporters said.

Xiao letter believes that the current wind power companies have emerged, both good and bad, mainly through the competitive price and output to expand the market, these phenomena show that the domestic wind power industry is in a transition from the growth stage to maturity stage.

Thus, with the market development, China’s wind power business through the integration of the next step is bound to seek further development. Wind power enterprise’s core competitiveness will increasingly depend on quality, technology, branding and marketing.

Bin Zhang said that as new industries, wind power industry is to get rid of subsidies and state support of crutches, will be more reliance on market regulation forward. Although the wind power industry overcapacity, increased competition, lower prices, etc. will remain a longer period of time, but the whole industry will continue to adjustment toward a more rational, standardized, sustainable direction.
