The U.S. government allowed an incentive for the wind industry to expire in December and hasn’t acted to extend a tax credit due to lapse at the end of 2012. Goldwind’s market share is growing the fastest of the top five companies concentrated on turbines, Bloomberg New Energy Finance data show.
“Goldwind has financed a large-scale project to prove its turbine viability, and the other Chinese wind turbines manufacturers haven’t done that,” Amy Grace, a wind industry analyst for the London- based researcher, said in an interview. “There’s no question that Goldwind will have more U.S. sales.”
Vestas Wind Systems A/S (VWS), the world’s biggest turbine wind generator manufacturer, has said it may cut 1,600 jobs in the U.S. unless the government extends the Production Tax Credit. Last week, the Danish company said it would pare 2,335 jobs worldwide to reduce costs as competition from Asia compresses its margins.
U.S. Market
Wind-turbine makers may install 9 gigawatts of capacity in the U.S. this year before the Production Tax Credit ends, compared with about 6.5 gigawatts in 2011, New Energy Finance said, noting sales may “crash” in 2013 without the credit.
Goldwind said the wind farms it bought in Shawmut, Montana, from the U.S. unit of Germany’s Volkswind GmbH will form the Musselshell project. Goldwind turbines are already operating in Minnesota and Iowa.
After a 71 percent jump in sales in 2010, Goldwind is seeking to expand outside China into other markets dominated by Vestas, General Electric Co. (GE) and Siemens AG (SIE), the biggest suppliers in the U.S., Grace said.
“They’re truly an international company, with research and development in Germany and China and a largely American team in the U.S.,” she said.

The U.S. companies are asking for countervailing duties equal to the difference between imported tower prices and the normal value of the product in the exporting country — 64.37 percent for Chinese towers and 59.11 percent for Vietnamese towers.

The complaint covers metal towers that hold wind turbines aloft, not the actual turbines or blades.

Thursday’s complaint is the latest wrinkle in a trade war that began in November when U.S. solar panel manufactures led by Hillsboro-based SolarWorld Industries America asked for a similar investigation and countervailing duties against Chinese manufacturers of solar cells. SolarWorld’s law firm, Wiley Rein, is also representing the wind tower manufacturers.

The Chinese have since launched their own investigations of U.S.-based makers of solar, hydro and wind-energy goods, with an eye toward imposing tariffs on U.S. exports to China.

A coalition of Chinese companies is also reportedly seeking a separate investigation into U.S. producers of polysilicon, a raw material used to make solar cells, for dumping product in China windgenerator below cost.

This newest petition was filed by Texas-based Trinity Structural Towers, DMI Industries of Fargo, North Dakota, Wisconsin-based Broadwind Towers Inc., and Katana Summit of Nebraska.

Vestas, a Danish home wind turbine manufacturer that has its U.S. headquarters in Portland, produces wind towers in Colorado. But a spokeswoman said Vestas had not seen and was not part of the complaint.

China had more than 80 wind turbines makers as of 2010, capable of producing over 40 Gigawatts, yet wind equipment demand is expected to be just 15 GW a year.

And companies looking overseas to fuel their growth are met by funding bottlenecks in Europe and the United States that are likely to mean a decline in orders.

At home, Beijing has taken action to rein in overcapacity – implementing stricter technical standards for wind turbine production, tightening approvals for new wind generators farms and suspending connections of certain wind projects.

Those government moves to cool the sector have already dented profits at China’s top companies, including Sinovel Wind Group and Xinjiang Goldwind Science and Technology . Earnings at several firms nearly halved in the first half of this year.

“The worst isn’t over for these guys,” said Min Li, head of alternative energy at Yuanta Securities. “Massive oversupply and a slowdown in wind turbine orders will keep margins depressed for a couple more years.”

Macquarie analyst Patrick Dai said he expected Goldwind’s revenue to decline at an annualized rate of 3 percent from 2011 to 2013.

“Oversupply and soft demand conditions are unlikely to improve significantly in 2012, which suggests that pricing pressure should persist in the next 12 months,” he said.

Chinese wind turbine generator makers’ global share had been expanding along with China’s rise as the biggest wind power market last year.

Seven Chinese companies, including Dongfang Electric and China Ming Yang Wind Power Group, were among the world’s top 15 in 2010, according to Make Consulting, a specialist in the wind power industry.

China is on track to install 15 GW of wind power capacity annually through 2020, down from about 19 GW added last year, according to the Chinese Wind Energy Association.

- Xinjiang Goldwind Science and Technology , China’s second-largest maker of wind equipment, said it won a contract to supply 23 wind turbines to a wind farm project in Ecuador.

The contract represents Goldwind’s second supply deal in Ecuador and will have a combined capacity of 34.5 megawatts, said the company in a statement without giving the deal’s financial details.

Earlier this year, the Chinese company won a contract to supply turbines to a wind farm project in the country led by the Electricity Corp of Ecuador.

China’s top wind turbine makers are increasingly looking to export their equipment overseas to boost sales amid sliding turbine prices and challenging market conditions in their home country.

Goldwind will supply low wind turbine generator speed and high altitude turbines to Ecuador’s wind farm project. The company has begun mass production of its permanent magnet direct drive low speed wind turbines this year to penetrate regions and markets with low wind speed

Mongolia “Newcom” Group, General Motors and the United States on the export of wind power technology and equipment 17 cooperation agreements signed in the capital Ulan Bator. Under the agreement, GM will export the Mongolian side of the latest $ 100 million wind turbine equipment, and built the first wind power plant in Mongolia. Japanese Minister of Energy and Mineral Resources of Mongolia according to Gert, presidential adviser Chagan and its related companies were present at the signing ceremony.

According to the “Newcom” Group Executive Manager Bimba Enkhsaikhan told reporters that the power station project in the capital Ulan Bator from the central province about 70 kilometers Georg Lenz County, a color called “the wind of the” local development by General Motors wind turbine to provide power equipment, each generating 1.6 MW, annual generation capacity of 50 MW, which is equivalent to Mongolia now 5% of total electricity generation. The wind power project in late 2012 and put into use.

According to preliminary estimates, after the completion of the wind power generators can save 19 million tons of coal per year, 1.9 million tons of pure water, to reduce carbon dioxide emissions of 200,000 tons. This is the promotion of Mongolia solar, wind and other renewable-rich resource development, reduce air pollution in Ulaanbaatar, as well as the use of clean energy by developing countries to protect the power supply has a positive meaning.

Wind-turbine manufacturer Xinjiang Goldwind Science & Technology plans to build a US$200 million wind farm in Illinois, the Wall Street Journal reported. The agreement is part of an ambitious expansion strategy by China’s second-largest wind turbines maker by capacity sold, and indicates that despite political obstacles, Chinese solar firms can still make inroads in the US market. Much of the criticism in the US is based on accusations that Chinese solar companies enjoy an unfair competitive advantage from strong government support. Goldwind spokesperson Yao Yu said that half of the parts and components for the Illinois farm would be supplied by US manufacturers. The Illinois governor’s office said the project will create a dozen permanent jobs and more than 100 temporary construction jobs in the state. “If a Chinese wind developer sees an opportunity in Illinois, we’re going to embrace them with open arms,” said Illinois Governor Pat Quinn in an interview on Monday.
